It’s bad or good news for you. Today started a common test for WoT 1.5.1. You can login to the general test only through the Wargaming.net Game Center! After launching the general test launcher, the launcher will update itself, after which it imports all installed games into the Game Center, including the World of Tanks general test client. There is no other way to get on the General Test 1.5.1.
You can also find the client of the general test in the WGC, the tab is near the “Game Settings”.
